Here's a flow schematic of the air. Possibly the damper at the bottom of the core is not connected anymore. Did you remove the blend door actuator and the levers going to that door.

No I haven't removed blend actuator yet looking at that schematic I can't see where there would be such a reduction in airflow I mean the blend door unless it's just over drawn is four times the size of that secondary door but maybe I'll have to tear that apart

 

You can remove the blend door actuator and manually move the large blend damper and the smaller damper by hand to test. The smaller damper is linked to the larger one. You can pulll the radio unit to see the linkage.

 

Yes that's what it looks like. I've pulled the radio. okay I'll have to try to tear into that sometime this week.

Everything is operating as it should I tried to stick a camera down in there but I couldn't get it inside but I did get it on each side of the heater core and saw it it was clear. I guess next step will be to take the heater core out. At least then once it's out I can get a camera scope in there and be able to look both ways.
