friend has a 99 taurus se with the vulcan engine and about 120,000 miles. The car runs fine no stalling, chugging etc. However, after a 15-20 minute drive the car will not restart. When you turn the key everything else works. But, when you turn the key to the start position nothing no click no turnover. It feels as if the neutral safety switch is bad but, it does not explain why the problem only occurs when the vehicle is hot. Is there any silenoid or sensor that is temperature sensitive that could cause this issue.

There is a starter relay in the engine compartment fuse box. This is easy to change and fairly cheap. If the coil on it was marginal then when it heated up it would open. This too could be easily checked with an ohm meter when it was in failure mode.
