If the light is on it is disabled. You can pull the bulb out. That would be the only way to turn off the light without repairing the problem.

If you decide to replace the airbag module, it's located dead center below the dash. It's bolted to the floor about 10 inches away from the gas pedal. Pull back the carpet. The 1999 models only have one impact sensor and it's inside the module.

If you pull the bulb, the GEM may make that annoying "dinging" noise at you for a minute of 2 after startup.
