I'm welding on some new pipe and a support bracket for a new muffler, and when doing this i know your supposed dissconnect the battery (-) and (+) post's and the (+) post on the alternator, but what i want to know, is i have like extra strobe lights, neon tubes, that are all grounded the the body of the car, if i dissconnected the (+) wire for each of these, and not the (-) wire will that mess them up, or should i dissconect the ground as well to prevent damage to the accessories (cd player, amp, neon and strobe lights)

The general rule of thumb is that when you're doing anything to a car and you don't want anything zapping you, or accidently starting (so when you're wiring stuff, or just iffy, play it safe), you disconnect the ground (-) on the battery. But yeah, welding the exhaust shouldn't require you to do that.
