I've noticed that my Vulcan (50k miles) when cold, will start around 1500 rpm, then drop to 400rpm, then back to 1500, then back to ~400. This happens in summer, winter..

What could be causing this? Once it warms up, it's fine.

The first thing I'd look for is a vacuum leak. When the car stumbles and then revs back up, do you hear a sucking sound?

Check the hose that's connected to the PCV valve. This is a common failure point on the Vulcans. They tend to leak around the 90-degree elbow.

If not that, try tapping on iac when acting up with the handle end of a screwdriver. If idle normalizes, clean/replace iac. I would remove and try cleaning with tb spray first, as they are quite pricey.

Well, it's doing it again. I have replaced the IAC, DPFE, EGR & PCV valve.
I'll check for vacuum leaks...
