Idle vacuum with warmed up engine and no loads on engine (AC off, minimal electrical loads, etc) should be 18 to 20 inches Hg. At high altitudes, vac will be a little lower

Thank You Jeff. So, if my vacuum reading is at 14-15, I have to assume that I have a vacuum leak. When I rev up, it doesn't go any higher that 16.

Unless you have a long duration / small LSA cam in it, 14 is too low unless you are up at 6000 feet altititude. A good rev should drop vac to near zero, and when you let off the throttle, vac should go to 20+ inches as RPM drops to idle.
