I have recently bought a pair of tweeters that do not have built in crossovers. I went to radioshack and the gentleman recommended that i buy this Nonpolarized Electrolytic Capacitor 9,000Hz. would this have the same effect as a crossover?

Those only handle 50WVDC according to the URL you posted. I would go to a mobile audio store and get a set of passive crossovers.

You could also look on eBay to find a set that someone is selling. They might be better than the ones on PartsExpress, however, you can buy the stock Ford tweeters on partsexpress.com

I've actually used crossovers that partsepress sells (not in a car application), and for the money, they're pretty good.
