I understand that cops can't give traffic tickets in parking lots (my gf's mom was in a fender bender, but they could only take a report, couldn't give the guy an actual ticket) because parking lots are private property...is that the way it is in all states? makes sense to me...just curious if anyone knows for sure.

Parking lots are considered Public Vehicular areas. They are private property, but are open for any and all persons to use. There are several enforceable laws that can be charged in a PVA, including "unsafe movement" which is the default charge in an accident.
