Application: '91 Sable wagon

Where is it exactly?

My manual says that it is to the left of the steering column, but I'm not finding it. Is it behind the column lower trim panel?

The main fuse panel is in this location, but evidently, this breaker is not a part of the panel; it is by itself.

Should be in the fuse box.

Should be a black bar that says "Lift for fuse panel", lift on the bar, the fuse panel should release and you can swing the panel down (i always liked that design for some reason).

Nope, it's not in the fuse panel.... my owner's manual is clear on that.

I removed the trim panel under the column for a better look... still am not seeing it.
