i just recently went to rebuild my drums brakes and i went to put in back together and now the drum wont fit. i looked to see if the e-brake was on which was not i called to verify the parts and they were right aswell so i looked at the othe rside and it looked the same inside out

Take the star wheel adjuster at the bottom of the shoes and run it back in all the way.

If that doesnt do it, check for a seized wheel cyl. not retracting.

P.S.- My star wheel adj. is @ the top?

Good observation. There are different types. I have a 98 Ford and the adjuster is part of the crossbar for the parking brake lever with a fixed pivot at the bottom.
