I recently found a hole in what I believe is my PCV elbow. While changing it, I realized that the piece closest to the front of the car... the PCV Valve... idk... well anyway, it swivels. I can't see down there for **** so I was wondering if maybe it's in some kind of grommet and that's why it swivels, or if it's supposed to or if it should be stationary? I do still hear a small vacuum leak is why i ask. this little picture i found on google is exactly the elbow i changed, with the hole in exactly the same spot.

Here's the way it works on the 2000. I thought it was the same on all Duratecs

If you're talking about the plastic elbow right on top of the pcv valve, then yes, over time, that will get a bit loose and spin on the valve. Sometimes the valve itself can turn in the grommet as well. If you're worried about a leak, change the valve and the grommet.
