My horn is shot only a near in-audible low toot. I pulled the inner wheel well shroud cleaned and inspected the contacts; still not working.
I have order a new horn.

The question is how do I get to the back of the mounting bolt on the inner fender? Do I need to pull the battery to get at it?

I switched the horn out today.
Once I got to looking at it closely it was an easy job. Pull the drivers side front wheel remove the two bolts holding the wheel well shroud. Next pull the shroud between the front bumper and front frame to access the single (1/2") nut holding the horn's fixed bolt. From start to finish approx 1 hour.

I bought the horn from the local Ford dealer $70.56 tax in. They did say that if I wanted to return the horn after hooking it up they would not take it back on refund either partial or full. So I ran jumpers from contact to contact to test the new horn. Just to make sure that it was horn that was needed and not some other problem.
