Is there a Key On Engine Running Self Test in an OBD II car?

I have a 1997 Taurus and I am troubleshooting an EGR problem. The alldata troubleshooting guide directs me to run the KOER Self test, but I cannot find out how to do that. Any help would be appreciated.

Background, The CEL is illuminated with Code P0401 and P0402. Car runs rough at mid speeds. Checked the DPFE, EGR Solenoid, EGR valve, vacuum lines, wiring to the PCM. Suspect the problem is in the upper intake manifold but trying to follow the troubleshooting procedures before I take it off.
