Step one Find it. Located in the front driver's side wheel well:

Step two remove it:

Step Three be amazed that it is plastic and has no inlet hole and how complicated it is. Realize that there must be some place else where air comes in. Realize you're in to deep now to stop.

Step Four. This thing begs to be a CAI under the fender well. Break out the Dremel Tool.

Step Five. Put it back.

Please see This TCCA Topic for Detailed instructions for getting to the thing.

lol easy way to do it, however the taurus and sable are already CAI right? the intake is in the front bumper however with an extra intake there it may help get some extra air to the filter but i doubt you will notice anything cept the sound at higher rpm's, sounds amazing in tunnels trust me on that. ;)

The intake must be behind the bumper. The silencer doesn't hurt anything and cutting it up like I did can't help anything.

I live in the snow belt of canada (hell) would it be ok for someone who lives in a climate with lots of snow to do this without getting snow up in there?

If you have the splash shield and the fender well intact it should be fine.
