Replacing it is the best way to make sure its not the problem; if you can afford it.
You may have some luck cleaning it with a stuff brissle small toothbrush and some brake cleaner though. Brake cleaner is cheaper if your on a tight budget, but sometimes i hear stories of having to clean the IAC multiple times like every so often because it gunks back up with carbon.
I used brake cleaner, a tooth brush and , gun cleaning q-tips on my IAC
