What price range are we takin here? Most v8 SHO's I've seen are going for 4-6K (haven't price mtx's). You can pick up a hoopty box chevy (something in the 80's: monte carlo, el camnio, malibu, etc.) for maybe 1500 at the most, the buy a crate motor for another 3500 and BAM you're in the 14's at least. (My friend did it with a monte carlo) Or, he could just throw some parts on whatever engine and tranny came with the hoopty for less than buying a crate motor and it will still haul some a**. Or hell, maybe he can get a good deal on a camero since he works at the dealership. Who knows.
