Recently I noticed that my car (99 bull w/ tec) is idling high at start (around 2200). Even on warm days and after short trips. If I sit for a minute, it slowly comes down to normal. I also noticed the exaust smell is strong, almost seems to be running rich. Any ideas.

no check engine light, and no it hasn't been serviced. On a v-6 in a blazer I had, I believe something similar was caused by intake manifold leak.

i noticed though on the sable 3.8 it does'nt idle high or anything, from when its first cold it goes to 1,100rpm's and then second later 1000rpms then a another second 700rpm's.
i mean it does change, when the fan turns on, when the a/c activate's.
is that normal

Yeah, it's normal for the tach to fluctuate on start up. It's because it needs to warm up faster and to get the oil flowing back up. The A/C is suppose to drop it a few hundred RPMs because it's another load on the engine.
