You know they don't do car inspections in every state right? And some people care more about cosmetic than utility, it's weird, it's almost like people are... different.Firstly illegal. Many inspection places will automatically fail you. Your headlights are safety equipment that enables you to see in the dark. Why don't you wear sunglasses in the dark too? The idea is to get your headlights clear, not deliberately fog them over with a tint.
It wont help at night. You might want to try these covers: GTS Headlight Covers
You can have the black cover for the day time and remove it for the night and have the optimal light output.
Haha 13% tint will make you headlights look like candles.... That's way too dark, got with 35-40%
yea i didnt want a black out look...just a light smoke.... this stuff is 25 bucks...this film also can be removed if necessaryIt wont help at night. You might want to try these covers: GTS Headlight Covers

Just paint the non-reflector parts of your headlight housing, the dark paint reflects off the clear plastic lense and gives the effect of tinted headlamps, but without the light impairment.
You could convert the headlamps over to projector style and paint the entire housing, an example of this is shown on this Mazda6:
