Plugs & a new fuel pump have been installed. Dealer told my father that the fuel pressure was low. I'm guessing he got robbed. Could the FPR be bad at 100k? My next plan of action is to change wires. I know Duratec wires aren't the best quality.

You might have a problem with the fuel pressure regulator. I would take it to Autozone and see if they can read any codes fromt he fuel system. The servos that control the fuel injectors might be shorting out or something. Might also have a clog somewhere in the fuel line or in the fuel filter.
