Now i recall seeing helicoil on one bolt but while cleaning the bolts it got damaged and i threw it away.
After learning more about "screw thread insert" or brand name Helicoil, it turns out that it was aluminum from transmission bolt hole that was between threads on the bolt and not inserts. Most likely over torqued by the shop with power tools.

Can anyone give me a reference point for what "turn the bolt 1/4-1/2 a turn after it hits the pan". Is that when you can't finger tighten it anymore, or when the bolt is flush and gets much harder to continue tightening?

I would turn it with a wrench until it's "tight" and then do the extra snugging.
