Fuel pressures should be ~38 lbs with the key on engine off, 30 lbs at high engine vacuum or ~35 lbs at idle. It should not drop except after shutting the pump off.

Dumb question, but is there any special device you need to place onto the Schraeder valve to measure the fuel pressure at the fuel rail? Referencing my 97 GL.

You need a fuel pressure gauge. AutoZone or the like should have what you need in the loaner tool supply.
