I believe the issue is sidewall flex. I have noticed through the years at Discount Tire they have a tire marked repairable area in red. It has shrunk considerably to just the tread area, even shrinking from the tread edges, suspect liability.

Thickness too. I have plugged those for use as an emergency spare...
