Finding Top Dead Center (TDC) on Cylinder 1

So I have just received my engine back from the machine shop, I've got new pistons, crank and etc. I'm trying to install the camshaft synchronizer, but from what I understand I must put cylinder one at top dead center before installing but I can't seem to find any marking indicating where it is. I have not installed the new heads yet either. please help!

Could I install head for that side of the block that #1 is located on and use a vacuum/compression gauge to find TDC compression stroke along with the marks on the balancer? here's a link to a video that does just that, but I'm unsure if it will work. Also once TDC on compression is obtained what mark on the balancer do I line up with the line on the timing cover?
