Use a scanner that can read PIDs and see what the ECT is telling the PCM the coolant temp is. If ECT is telling PCM temp is way lower than it actually is, the fans will never come on as coolant gets hot.

On the +96 the high speed fans should come on at 220F or so. If they never come on except when the AC is on then I would look at the ECT as suggested.

If they come on due to the 220F temp with the AC off then this would point to either the low speed fan relay in the CCRM or the voltage dropping resistor.
