The one with fins is for the PS. There is a plain black tube w/o fins right above (or is it below?) the PS cooler. That is the one you want to tap. You might as well add the aux cooler while you're at it. It would only add about 10 minutes to the job.

The 98 sable (which Sal has) has the finned cooler as the ATX and the non finned as the PS, but as Paul said the PS is the thicker diameter (1/2" i believe) then the ATX cooler (3/8") on all gen3 and newer AFAIK.
