I notice the cooling fan keeps cycling on and off when the engine is still cold. The AC is off (it's winter). I'm wondering if I over-charged the AC system last summer and it's affecting the AC high pressure sensor causing the fan to kick on and off? Or could it be something else???

If your running any of the defroster positions when it's above freezing, the compressor will run, causing the cooling fans to come on.

^+1. Compressor will run in all modes except vent, floor and off.
