You should have one factory installed. If you car is missing it, all you have to do in buy one and install it. It is an OEM part. I believe the Taurus/Sable started getting them in 96. I have noticed that some of the earlier models were missing the filter on the lower trim lines, but does have the ability to accept them. I just replaced the filter in my 00 Sable, and it was DIRTY.

My SEL is a 2000 also. Maybe Ill check it

Spray it with Fabreeze when you install it.

I just put a new one in my car - I got it for like 12 bucks at autozone. My old one was pretty dirty - the air coming in seemed a bit fresher after changing it.

Isn't it kind of difficult to get to on a 99? It looks like I have to take the wiper arms off along with that plastic trim piece that meet the windshield.

Nope, wiper arms stay on. You just pop the hood and remove a few tabs and some plastic and a few screws and thats it.
