Well, i finally got a chip in my car and have the car still work
.
But because of the massive snow im in...i can test to see if the chipis working (cant hit the gas at all) when the car is in nuteral/park, the car is still limited to 3000 rpm and when in drive, and me spinning the tires on ice, it maxes out at like 6000 rpm.

Is this an indicator that the chip is not working, or not?

Thats not exactly the best way to test it. Free-wheeling your engine in neutral aint the most healthy thing to do either. Just wait a couple days when the snow is melted andsee if it shifts any firmer.
