Vehicular Homicide is not murder. The legal definitions are different:

Vehicular Homicide is death that results from the negligent operation of a vehicle, or that results from driving whilst committing an unlawful act that does not amount to a felony.

Murder, on the other hand, is the unlawful killing of another human being with intent (or malice aforethought), and generally this state of mind distinguishes murder from other forms of unlawful homicide.



However, I will agree that there should be charges filed. While it will not be murder charges, it still is a form of manslaughter.
