Production of the Gen 4 started on 10/04/1999. They were already on Job 2 by early December so they're definitely not pre-production, at least not for this country. SAE and NHTSA regulations haven't allowed anything but white headlamps to be OEM equipped for decades so they couldn't have been intended for US production.

These have to have been prototypes for an export model that never came to be. Several European countries used to allow "Selective Yellow" headlamps and France used to require them, but they were banned from new OEM production in the mid-90's by the EU. My guess would be that these were intended for Japan. Ford exported Gen's 1-3 there and they were about the only country that still allowed yellow tinted headlights when these were made.
