On my 99 tec, the regulator is on the fuel rail, up front, drivers side. Mounted with 2 torx cap bolts and a vac. line attached. You may have the elec. assist fuel pressure sensor? It should still have a vac. line attached. Again on my 99, to the left of the regulator on the fuel rail ( passenger side), sits the schrader valve test port. Looks like a tire valve stem with black cap. Need to rent/buy a fuel pressure gauge and screw on there after removing the cap.
