I'm sure it is the lo speed fan resistor. The hi speed fan with ac only seems to be a common with cars. It's a foolish one as you are finding out when the lo speed circuit fails for some reason.

The fan relays are switched by a ground from the PCM, this is why the coils have 14v...

I just know the connector is the same for ECT and temp gage after '96.. The '96 and earlier had the old style single post sensor for the temp gage and the two wire clip on senor for the ECT.

FWIW the bolt is a shoulder bolt. It is the smooth shoulder that seizes. I've managed to get them out before but the original bolt is usually trashed and not usable when done.

Just make sure they are good and tight. The Gen 3s and up use a nut and bolt for the front. 72-97ft/lb is the spec.
