Won't kick down into passing gear

I have a 2003 Sable with 89000 miles with trans with less than 5000 miles. when I drive in the mountains and step down to pass it will not go into passing gear and stay. It kicks in and out, and wont stay so I back off and drives fine. Otherwise the car drives and shifts normall. Any Ideas?

Are you driving it in Drive or Overdrive?

I experience this as well. I think that is how the PCM is programmed to control these transmissions. When going up a hill and I need to speed up, I usually let off the gas a bit, go from OD to D, and manually shift it that way. I have tried to apply throttle to trigger a downshift, but it won't even unlock the torque converter. The programming is very strange, sometimes even at lower speeds, if I apply throttle, the torque converter will lock up, though I expect it to remain unlocked. Maybe someone has more info, but this is my experience.

I would be careful doing this, though. I was told you should be below a certain speed shifting between D and OD, but I don't remember where that cutoff lies. 60 mph?

Your trans only has 1-D-OD, there is no 2nd gear option, be it floor or column shifter.

On a 2003? No, you don't. You have this:

Now that you mention it, one issue I have with these cars is that you cannot select 2nd gear. There are some situations like in a city and traffic where 2nd gear would be desirable so the car doesn't shift all over at lower speeds. Plus, holding 2nd gear in these cars would allow for very high performance acceleration. I always thought the column shifter units had a button for OD, but I guess that is the G3 setup, where they had 1-2-OD, and the button to deactivate OD. I sort of wish I had the column shifter setup. The floor shifter is a waste of space. That crap was introduced to American cars and sold as being more "european" and "sporty" or something like that.
