Does it contain hydrofluoric acid or any other strong acids? Or is it an alkaline solution?

I'm sure it's not acidic. Otherwise we wouldn't say it'd be safe for paint finishes. Not sure about the alkaline solution?

Alkaline/basic/caustic (high pH) is the opposite of acidic (low pH), so if it's not acidic it's probably alkaline unless the pH is neutral (7). The fact that it changes color tells me there's probably some kind of pH change going on there. I think brake dust is acidic due to the adhesive residue it contains, so it would make sense for the cleaner to be slightly alkaline. When they meet the reaction would reduce the pH and the color would change due to the pH indicator? in the solution.

I could be wrong but just curious.

EDIT: I went to your website and it says "pH neutral" so I guess that answers it.
