2000 Taurus Fuel Pump Does not Prie at KO

2000 Taurus fuel pump does not prime at KO

FPDM module ground is good.
At KO the IFS ***is*** providing 12V to the FPDM
At KO the FPDM FP power conductor (WHT/RED) has 12V
At KO FP GND (BLK/PNK) has 12V
At ignition start FP GND drops to 0.45V and returns to 12V at release of starter.

Fuel pump gives no indication of priming at KO.
Engine will not start.

What should I do next?
