I have a set of craftsman "ignition wrenches" it includes a small combo end wrench 5/32 open/ 3/16- six point box. sears part#43561.
I kept it in the car to make this adjustment till I was happy with the alignment. no clearance issues.
Say what you will about crapsman tools, but this one is durable enough for this job

I personally like a lot of crafstman tools. Some of them are junk, but they aren't very expensive and most of them work just fine for me!

Iirc, that Lisle tool pictured earlier is cheaper at Tooltopia online. Go to their website and search: Ford headlight adjusting tool.
