2001 Wagon Parking Brake Pedal Problem

I have a 2001 Taurus Wagon and the parking brake pedal doesn't come back up when the release handle is pulled. Is there a spring in the pedal assembly itself that brings the pedal back up or do the springs on the calipers do it? Any help would be appreciated.

There is a spring around the cable, just about under the driver's feet. Usually rusts out and breaks. You can get a generic extension spring and hook it to the adjuster further back and hook it up to some front cross member or such.
