Steering Wheel Wiring Harness

Hi Yinz guys,
I have an 02 Taurus whose turn signals won't work when tilt wheel is lowered. Signals only work in all the way up position. Assuming it is the wiring harness in the steering wheel getting pinched or stretched. How hard is this to repair and how do I get it apart?

Check around signal lever housing. My wife and daughter had too many hair ties hanging from ours, then came to me complaining of same issue. Took them off, signals work fine.
