What is this part??

While attempting to diagnose another issue I saw the pictured engine component (circled in yellow) and can't for the life of me figure out what it is. I'm hoping its something wildly uncommon and I don't come off like a complete idiot; partial idiot is perfectly fine. It's on the passenger side of the engine. Please enlighten me. Also, the 4 blobs of blackness on the component chip off with my fingernail. Normal??? For reference I checked the coolant reserve tank in red.

Looks like a motor mount, but Iím not positive.
