Exclamation 03 Taurus needs help!

Ok so here is my problem My 03 Taurus has this issue intermittently it will not go past 3700 rpm when driving like when you floor it to pass someone. It bounces off that exact mark like its hitting a rev limiter but the engine power is great no lag no hesitation no bogging down . it just will not go past that 3700 when passing somebody any help on this would be lovley . Oh p.s it does spit and sputter when its bouncing off it gets worse when you press the pedal down more.

Start off with is there any CEL codes? Does the CEL flash when the 'spit and sputter' happens?

I am thinking there was some kinda TSB related to the Cam Position Sensor for that kinda issue.

I had suspected it but i am unsure if it is in fact the dreaded cam sync anyone know the true symptoms of that thing?

CMP and CKP not phased correctly with CKP will set a code, and no input to PCM from CMP will also set a code.

Plugged fuel filter may not set a code and show OK fuel pressure at idle but not flow enough fuel when engine is loaded up.
